Does BootMii Have Network Access?

Does BootMii Have Network Access? I was wondering if the boot2 installation of BootMii has access to network controls? It would make sense that IOS version would, but I was curious about the boot2 version. What about grabbing the wifi stub from an IOS on NAND? Could Mini be patched on the fly that way?

IOS is responsible for networking right now.
