Region Changing - Against the rules?

Does it fall under the against the rules topics to talk about changing the region for a game? Lemme give an example, i have the HBC installed on 3.3E (but upgraded to 4.0E with a homebrew app), and I imported Tales of Symphonia 2 for the Wii. It's American and isn't released here yet. Is there any homebrew-using way that isn't forbidden to be discussed here that I can use to read it on my European Wii? (I already know about chips and freeloader discs, but I'd rather not spend money on one unless I have to)

Yeah, pretty sure that is allowed.

A tip to get it working right: you will want to force PAL 60 from the options, and of course, you need to turn on the region free option.

Force NTSC. My mother recently acquired Tree of Tranquility and is playing it with Gecko OS.

Weird. Needs Pal60 on my end, unless I want everything to be a nice shade of Red.

I think it varies, to be honest. My TV can't seem to deal with NTSC games in any mode, though it does support 60Hz.
