A while back there was a rumor (helped along by team twiizers) that they installed a piece of software with HBC called an IOSCat (not ISOCat) which reported to Nintendo when you used warez. People over at GBAFail where all like "how do i removez ioscatz???!!!11" and some "developers" were even starting to write programs to remove it. Quite funny really.

are any of those programs released/avaible for download?

No I think that Twiizers debunked the myth before they were released. But I believe that in the readme for the HackMii Installer, it says something like "IOSCatz - in your wii, watching ur ISOz", so its still an on-going joke.

It's also in the Bootmii credits. Yeah, I was bored at the time and watched the credits "wave" by.
