Could microsoft C++ be used to create programs?

Could microsoft C++ be used to create programs?

Not sure if Im in the right board.

Im having some bad luck with the programmers notepad.

Could Microsoft C++ Express be used in the same fashion?

If so Is it possible to link it to the Wii like the programmers notepad is so when I run things
or release them It will autorun on the Wii?

Ya know I can never get the devkitpro to work properly, with any of my pc side apps. It always asks me to reinstall the devkitpro, although after many upon many attempts, I still can not get it to work.

It supports Visual Studio 2008, or 2010 (make sure you download the right version).
