is the ntsc version of wind waker different from pal?

I heard that the PAL version is less blurry. Is that true?

Its because PAL and NTSC are different resolution, PAL has a higher resolution than NTSC.

You can see this clearly when playing NTSC games on a PAL wii with gecko os because the ntsc game leaves black borders around the screen
