I'd like to start coding. How do I go about it?

I would like to make a "hello world" type program for my Wii, using C (nobody seems to be using BASIC). But I will need a good C compiler (and some simple tutorial on how to program in C). Someone suggested Cygwin. But I have NO CLUE how to use it. Any help would be much appreciated.
