Anyregion changer local files (offline)

HI all,
sorry for my english.
I have a Wii Jap with 3.1J system menu.
I want to change my Wii with Europe setting (I want to install the 3.2E version, I'm an italian user) like this screen:



I have only a problem, I can't connect my wii to internet.
I have searched on the net and I have found a local version of anyregion but it's only used for change Korean in the 3.2U version (the archive is about 40MB).

Somebody can help me how to pass from 3.1J to 3.2E with local files (without connect to the internet)?

I'm newbie, on my Wii I have installed only the HBC.

im assuming the system menu change will do, but you might want to look more into it, in the apps download of wiibrew there is a program to let you download the ios and system menu and pack them into a legal wad to update/downgrade.
