You can use it to legally get IOS and System Menu wads

but can u install them on your wii?
or do you need the ticket for that ?
how does it work?

It connects to Nintendo's server to download a title and then packs it into a WAD. You can install them on your Wii using WAD manager or WAD importer. It's good for if you want to update your Wii or IOSs without having your Wii connected to the Internet.

Many people have tried it out. And it also has other uses. Such as downloading System Menus for reverse engineering, or for porting patches, like preloader hacks.

so say i wanted to get a japanese wiiware game.
could i turn it into a wad using this program and then put it on my wii?
(i have used wad manager several times)
(and i got a japanease vc game but cant get the wiiware one to work)

That's illegal and would not work.

NUSD does not download the ticket of WiiWare and VC games, because it is not a piracy tool. It is used for legitimate purposes.
