Is it possiable to use PuTTY on Windows to connect wirelessly to Wii-Bash using the Wii's IP address?

bash is a shell program, so that doesn't make any sense. You can't "connect to bash".

Your terminal program needs to connect to telnetd or sshd. You might find those in a linux-for-wii.
