Cheats not working properly in Snes9x GX

I'm using version 4.2.5 of Snes9x GX and am having trouble getting cheat codes to work right. The enclosed archive of cheat files did not have codes for the game I wanted (Front Mission: Gun Hazard), so I had to make a cheat list of my own. I used the Windows version of Snes9x to make the file.

Both the rom and the cheat file are named exactly the same. The codes work just fine in the Windows version of the emulator, but in the GX version they act weird. Sometimes they work and when they do it's not properly. Am I doing something wrong?

Stupid question: which version of SNES9x did you use on your PC to make these files? Was it 1.52? I'm drawing blanks here...
