I have a question about the rules. Emulators run roms so why would they get you banned? I mean don't you need them for the emus? Personally I think that rule should say "ROM links will get you banned instead of ROMS will get you banned. Could we possibly get a change of rules?

Well technically you're right, but we try not to discuss commercial ROMs in general. Every once in a while we get questions like "I can't run X ROM in Y emulator", which we tend to allow because it deals with emulators rather than with ROMs directly. And of course there are legal homebrew ROMs as well.

What is a homebrew ROM? I mean I know what a regular ROM is for a game like Super Mario 64 but I've never heard of a homebrew ROM.

It's the same thing, only with homebrew. On most platforms, homebrew binaries are the same format as commercial games. e.g. on the DS, both homebrew and "ROMs" are .NDS files (well, in the homebrew scene. Internally in Nintendo, NDS binaries are .SRL files).

So a "homebrew ROM" is a NDS file made using devkitARM and libNDS (NDS equivalent of devkitPPC and libOGC for the Wii, the toolchain and SDK used for creating homebrew). Whereas a "commercial ROM" is one built using the official Nintendo SDK (AFAIK, for the DS it is named Nitro SDK or something like that, after the DS's codename during production).

The rules state:

Other then that I only see:
