Well I have version 3.1 E -3.3E (between), and I want to update my Wii to 4.2 safely, so how do i do it?

Navigate to the wii settings, and select the "Update System" option. It is perfectly safe to do this, you will not brick your wii, unless you pull the power cord while the wii is updating.

You will have to reinstall BootMii afterwards and you should have the latest HBC beforehand.
