Load dols from custom channel

I am a bit of a noob but have searched ll over the net and would like a clearer understanding of this topic.

Can I create custom channels to run from the system menu and load a .dol? Just like Riivolution and the HBC. If so how.

I have heard about installing custom channels via wads. Is this true/legal and the only way.

I have heard of CustomiseMii but it uses WADs and WADs are banned here. Due to piracy I believe. And Riivolution doesn't appear to use WADs to install (unless it has it's own WAD Manager in it).

If anyone could shed some light I would be grateful

WADs are often associated with piracy, because they can contain pirated VC/WW games, but in this case they are legal. If you just want to have a channel for a particular app, use CustomizeMii to create it and CrazyInstaller to create an installation DOL, which can be run via HBC etc. to install your channel.
