WAD Installing Tool Error ret = -1035

I am trying to use a WAD Installing tool to install a cIOS downgrader because I have a version 4.0 Wii and want to get to a version 3.2 so I can run my backup launcher to play my backed-up games. I keep getting Error ret = -1035 when I try to install something. I can't seem to run my downgrader without doing this first. Any suggestions?

DO NOT USE DANGEROUS BRICK PRONE SOFTWARE.

YOU DO NOT NEED TO DOWNGRADE TO INSTALL HOMEBREW

USE THE HACKMII INSTALLER INSTEAD!!!

Also...

DO NOT TALK ABOUT THE BACKUP LAUNCHERS ON OUR SITE!!!

Im trying something new: Rather than yell, lock, and junk I'd prefer to have an actual conversation to get the poster to recognize why he is wrong and why this software is dangerous. Of course, I'll junk it if I dont get response from him in 48 hours though.

I just feel that this is someone who doesnt know what he/she is doing and we should try to help rather than make the problem worse.
