Install IOS60 with Dop-Mii, and then install System Menu 4.0 with the same program.

4.2 is also safe, if you would like to perform a simple Nintendo update.

Use NUS Downloader to download IOS 60 and system menu 4.0 or 4.1 (the only difference is that 4.1 fixes a bug in Wii Sports Resort and maybe some other things, so you may as well install 4.1) and have it pack them into WADs. Be sure to get IOS 60 v6174, as the latest version is a stub. If you install the stub IOS 60 and system menu 4.0 or 4.1, your wii will fully brick.

Install these WADs with DOP-Mii or a WAD installer. Be sure to install IOS 60 before the system menu. You may also want to update the rest of the IOSes (except the stubs) to their latest versions.

If your Wii is new enough, very old IOSes will no longer work. It used to be an issue for people doing stupid crap, but isn't anymore.

yeah, but use Priiloader instead

I read this priloader stuff and got a little bit hesitant as it seemed a little harder to load on and find files for
even though I want to install it

"In order to compile & use this installer with your application you must first place a "certs.bin"
in the data directory along with "preloader.app". The "preloader.app" file is your
compiled binary of the preloader source that has been bound with nand booting code.
You can obtain this from any systems menu or channel. This code must be placed at the end of your
compiled binary and potentially padded.
you will also need to add the correct loading address in the dol header, in text section 1.
this can be done manually or with dolboot.exe or (the much improved) opendolboot (found in priiloader source folder)

FAILURE TO DO THIS PROPERLY WILL RESULT IN A BRICK SO BOOTMII INSTALLED TO BOOT2 IS A MUST!
I ACCEPT NO LIABILITY FOR INCORRECT USE!!"

[wiibrew.org]

What you read was just for compiling from source. It's more or less the same program, just updated for newer System Menu versions
