So, i just came back from Spain with a Wii 4.3E and i live in Brazil wich TVs are NTSC, and only sell NTSC games.
Can i install the HBC with a NTSC game ?
Can i run a exploit that is not installable(?) to run the NTSC game than use it to install HBC?
after installing HBC can i play the US versions normally, or do i need a app for region-free ?

1. If you don't have a NTSC wii, I'm fairly sure you won't be able to run any of the NTSC games, meaning you won't be able to install homebrew :(
2. No, this isn't possible
3. There is an app called Gecko OS which allows you to run any region games without modifying your system. Sadly, you won't be able to run this unless you have homebrew installed
I don't know how expensive it would be to order a PAL version of a game from Europe, but unless you find somebody with a PAL version of one of the required games your out of luck.
