Are there any vertical shooters in development, like ikagura and radiant silvergun etc? If not, Would it be possible to make a game in a program like game maker, where no coding knowledge is required, and then take the c++ source code and compile it using devkit?
I have a very loose grasp on how to make homebrew apps, and worse yet, no c++ experience at all, but I would love to see this game made, and if no one is, then I will.

You can't do that with Game Maker or even Wii Game Studio for that matter. Besides, there are already several vertical shooters: OpenTyranWii, Super Star Shooter, and Kobo Deluxe.
