Where did it come to be from? if it isn't used by Nintendo did someone create it? or was it ripped from Nintendo like IOS16?

IOS249 is a patched version of IOS36. It was originally created by patchmii. Then used to install dvdx. Then used by older versions of warez launchers to play dvd-rs.

The only thing its required for is backup loaders which is illeagle piracy.

patchmii tried to prevent piracy"(but pirates)" found ways around that iso, but its a common piracy ios.

I have installed 249 before and it preloader showed that 36 was installed, but certain other apps showed that 249 was in use. So is it just like a codename for it, or is it an actual different IOS?

EDIT: was grammatical.
