problems with installing sd/usb loader

I downloaded the IOS, installed it, installed all the correct ones. Then when I open the loader it tells me "error: IOS 249 missing".

I repeated these steps over and over again, thats why I'm asking your help right now...

I have two Wii's: one that fell so its pretty useless now and a new one. In the old one I didn't have these IOS problems, could it be because of the system? Since the Wii is new its a 3.6e.

IOS 249 is meant for used for backup disks. These forums are not for discussion of anything involving that stuff.
