Ocarina but for Gamecube

Is there a homebrew that can load cheats into a gamecube game, much like the action replay, but homebrew?

No, there isn't. This has been brought up multiple times before, but I don't think one is in development. I agree, this would be awesome, but it doesn't exist (yet).
