So whenever i try to update Snes9x or VBAgx it does nothing. Furthermore, if i try to start a game after that, or exit the app, or go to settings, it does nothing. so i always end up having to manually reset my Wii. so... what's up with that?

That one version you have has that bug. Manually update, after you have the new version it won't happen again.
