3.2 downgrade question (not about piracy)

I want to downgrade a 3.3 wii without october 23 update so i can use starfall(not for piracy) My question is:
If i use a downgrader wont it grab the patched IOSes from nintendos servers giving me the october 23 update? I dont want this update because i want to use AnyRegion Changer to switch my wii shop region (i know ill have to delete my shop account) Is there a downgrader that will give me the old IOSes?

The downgrader you're referring to connects to nintendos servers and allows you to download any firmware on their servers. Last I checked, 2.0 all the way up to 3.4 were on the servers. So I'm really pretty sure you get the old IOSs.

Also, starfall has no piratic uses.
