DVD Channel?

Could it be possible to create a specialized DVD Channel that can reside on the main Wii channels board (probably requires being installed by the Twilight Hack or kickstarted by a loader), which sole purpose it to play DVD movies?
I'm just wondering because this would have the least number of steps and would allow those that share there Wii with less technologically inclined people to have less headaches.
That being said, why doesn't Nintendo create one?
I mean, if the reason that one is not included with the Wii is because of a $25 licensing fee per console, then why not create a Channel that can be downloaded from the Wii Marketplace for 2500 or so Wii points?
