Low Level Bricked! No BootMii, No Preloader!

Can someone create:

a IOS70 that actually runs IOS60.
a IOS60 that is higher than the stub and works
a boot2v5 so that bootmii can't be overwritten and with BootMii installed

If someone creates this then the Nintendo System Update is safe, right?

The update is already safe, there's no need for all that. The problem was that you used Waninkoko's updater which is not safe.
