If I installed a cios and I want ro remove it it is the same to remove it with cios unistaller as it is with anytitle deleter?

No.

The best way to remove a cIOS is to install a clean version of the IOS it replaced.

Most cIOS dont replace IOS. Patched IOS do, and cIOScorp does, but regular cIOS installs to 249, 222 or 223 (I think). And just delete them with AnyTitle Deleter or cIOS Uninstaller. Either works fine.
