This should install a reasonable development environment on a windows machine(Which I assume you're using). If you want to use another IDE you will need to configure it accordingly. There are samples you can look through and the libogc library is setup with the Programmers Notepad IDE.
You'll need to install wiiload on your wii, and put the DOL file onto a USB or SD Memory Card, then insert it into the wii, and launch it via wiiload. I know there is a way to setup wiiload to boot your DOL files over the network, however am unsure how to get this working.
I'm fairly new working with the wii. But I know that you can work with C\C++, as for other languages I am unsure of.
