Notepad++ has a diff plugin. And it's a great text editor anyway :P

Tortoise SVN has a diff tool as well.

I'm still looking for a decent patch tool if anyone comes across one.

I have not found a decent diff tool for windows. Winmerge is about the best I have come across.

My favorite tool is meld, but I do not believe it has been ported to windows. You might find it in cygwin but I doubt it.

you could get a linux Live CD, and apply all your patches from there, but that might get annoying after a while.

You could install Cygwin and install diff for it.
