Anyone know what I could use to dig around in a Wii ISO? I wanted to play around with the textures in Punch out, maybe more.

Trucha signer allows you to open a WIi ISO, modify it and "Trucha Sign" It to be read by the system menu (3.2 and below) or Gecko OS (3.3v1). Look for a guide on "sigh" GBATemp. It was useful for me and doesn't require installation of any fail.

Do you need a modchip or cIOS to boot the burnt disc?

Did you not on 3.2? Could it be started directly from System Menu?

No, Trucha signer just fakesigns it like the HBC. it doesn't bypass any hardware security. You need a Trucha Patched IOS to start it and the ability to run "backups".
