Yes, however it cannot reboot with hooks.

a hook is making a setting stick in the system...like if you wanna go region free, you could rebooy with hooks and you would be able to play you out of region game through the disc channel.

Can wii be made region free by some other way, that does not need physical modification or downgrading ?

I believe the new preloader has region free...and there is a 4.0 one...
