I am having trouble installing the new HBC. The installer reports that there are no vulnerable IOS. Before you start telling me to google it, please understand that I have, and have already re-installed, via DOP-Mii and NUS/WAD manager IOS 34, 38, and 61. Attached is my installer.log:

There is no usable or vulnerable IOS installed on this Wii.
Please note that we will not use fakesigned IOSes due to
security reasons. Only [31;1munpatched[37;1m versions will be used!

The "mini" installer when launched from BootMii/IOS just turns the screen green and then resets the Wii.

Try installing an IOS 16 module. Dop-Mii should be able to help you install it.

That shouldn't be the problem. The only functional version of IOS16 was installed by a Nintendo repair disc. The only downloadable one is a useless stub, if I am correct. Anyway, I don't believe the HackMii Installer uses it.

With my limited knowledge, it looks like its using IOS38 when it fails. Try reinstalling IOS38 using Dop-Mii. If that does not work, you may be able to delete IOS38 (Animal Crossing, Wii Speak Channel, and some other stuff won't work anymore) and force the installer to use a different IOS if another usable IOS exists. I don't know what IOSes the new installer can use.

Install an unpatched IOS 30 v1040 with DOP-Mii and then run the installer again.

Installer still fails with the same error message. I can't figure out what's going on and have opened a bug at bugs.hackmii.com

The person I have been in contact with there has been very helpful but we haven't reached a resolution yet.
