"RTOOL" converter for Snes9x_GX

Hi!

In the article concerning the Snes9x_GX emulator, the text says:

What is "RTOOL"?
It's obviously supposed to be a converter, but I can't find it on google or somewhere else.

Where can I find such a converter that changes other formats into SMC format???

Please tell me,
because I really need to know it!
