No, it still uses the illegal banner code. And it is also illegal to distribute WADs you make with it.

Since you do not download anything illegal when you download wad studio (nor is wad studio itself illegal), marcan is allowing it to stay on WiiBrew.

No, you need to have your own wads to use wad studio. It reapackages wads leavingin the illegal banner code from the WAD you provided. So its legal to use, but you cant distribute anything you make with it.

Turns out that WAD Studio uses a tool from the leaked Wii SDK so it is illegal and Marcan deleted it...

some comments said it has a U8 packer/unpacker.. is this the same on in a lot of WAD tools out there?

I'm not sure... it's possible
