Wii System Full Factory Settings Reset - Will this wipe all traces of HBC and any other illegal files?

i seem to be having a similar issue, for some reason when i power on my wii, i get a frozen blackscreen.

if anyone can help [no harm allowed], i would be gladly thankful.

if not, then i'm gone.
