How do I compile Preloader?

Once I have downloaded preloader .30 and installed devkitPro and gotten the certs.bin file and put it into the data directory how do I use devkitPro's Programer Notepad to compile Preloader? And after it is compiled how do I install it? Also is there a way to get my certs.bin file from my Wii without modding an IOS, if so how? Sorry for asking this twice but the other post had other now irrelevant questions. Also I appologize if this is in the wrong place or if my questions impinge on any rules, I do not know enough about this to know where to post it or if it is allowed. From what I have read this is the best place to post it and it should not break any rules. Thanks in advance to those who help. Have a happy holidays.

Just install priiloader, its a pre-compiled, improved version of preloader.
