How do I update the wii to 4.3 w/ out a internet connection?

Have a friend who needs firmware,but does not have internet at this time.

You can either use a game disc with an update (but AFAIK none of them have 4.3 yet) or you can use something like DOP-Mii to install updates with the files on an SD card.
Why does your friend need 4.3 though? There shouldn't be any reason to need an update.
