How do you downgrade with AnyRegion Changer?

I'm fairly new to homebrew and need some answers to these questions:

How do you downgrade with AnyRegion Changer?

Is downgrading with ARC safe?

How do I play games that require me to update after 3.2?

Does version #.#U mean the US version (for example, 4.0U)?

I have a Wii running menu 4.0 (the US version).

I'll save you (and myself) some time and just tell you that ARC won't work on 4.0 Sorry.

AFAIK, no.

Nintendo's updates really suck balls. I wish Sony's products were cheaper, they seem a little more homebrew-friendly.
