Yes it's an app. How did you put it on your SD card?

Edit: I'll just cut to the chase.
In the apps folder on your SD card, make a folder called "Cios_patchmii_installer-rev05". Put cios_patchmii_installer-rev05.dol in that folder and rename it to boot.dol
It should show up at the end of the HBC list without an icon or description.

Not all apps can just be unzipped to the apps folder.

Ok i ran it and all saw was a black screen, i havent turned my wii off either

It may not work on your Wii. It's a pretty old app, dating back to Menu 3.2, I think. Whatever it used to do its voodoo most likely doesn't work anymore.

Is your SD card set up properly (root\apps\Cios_patchmii_installer-rev05(or anything you want)\boot.dol)? Also, you need trucha in IOS 36 to install it.

Why dont you just use Dop-IOS MOD? It uses patchmii to install everything.

I'm guessing he needs IOS249 for something, and you cant install it with dop-IOS MOD. Maybe a feature should be added to dop-IOS MOD where you can download IOS36, apply patches, then install it to an IOS slot of your choice, be it 249 or some random other one. Then you could just have a truhca IOS in some random IOS e.g. 178 and then if you update, it wont be removed, because Ninty can't really stub EVERY IOS, so it'll mean you can have an IOS with trucha bug after the update. Dunno how useful it'd be, but it may be handy to someone...

I was just assuming he wanted a trucha enabled IOS. If you have at least one, you can do anything regardless of what slot it's in.

yeah, I'm actually thinking about coming up with a method to allow for full homebrew functionality on 4.2 (basically, update, but keep one trucha enabled IOS, then deleting the stubbed IOS slots used for cIOSes, and then install said cIOSes)

what isnt helpful? bg4545 telling you EXACTLY what to do?

the reason it isnt working for you is probably because you have no trucha IOS. What system menu do you have? Have you ever actively enabled trucha bug in any IOS? If you're on 3.4+ and havent actually done anything to enable trucha bug, that is the problem.
