My wii has IOS249 installed, I don't pirate games and I want to remove it (used wii). I tried anytitle deleter but it didn't work, do you guys know how to remove it?

If you are on System Menu 4.2 then IOS249 is a stub and has no effect whatsoever.

...so there's no point in removing it. IOS in the 200's are cIOS', Remove them if they're there. Except 254. That's Bootmii.
