computer + boot.elf=windows cannot open file

hello,I know what to do with letterbomb you see,(see on makeuseof.com/tag/set-wii-homebrew-letterbomb)(the website name is seriosly like that)but when I try to open boot.elf it pops up windows cannot open file.please help!

You do not open boot.elf on your computer. Either you are following bad instructions or you are bad at following instructions. Looking at the instructions briefly, they seem fine, so the problem is you are not following them correctly. They never tell you to open boot.elf on your computer. You put it on your SD card and run it using Letterbomb.
