That's not possible

You would have to incorprate is into every app.
Which I think would be cool and I think alot of thigs should "be incorerated into every app" like the Pause screens for; Visual Boy Advance GX, Snes9x GX, and FCE Ultra GX. As well as a few other things.

The Wii doesn't leave "Reserved" space for playing music like the X360. That's why it's impossible.

Although, I think it could be added to libogc so that any app compiled with that version would automatically be able to play music in the background, but the prblem with that would be that it would mean devs have less memory to use for their apps, which would upset quite a few probably.
