It isn't TBC, it's TBR (Trucha Bug Restorer). About your question, IOS 36 is the default one used for homebrews, so it's the best IOS to apply patches, since so many homebrews do fine with it. Even though you can patch another IOS for use with IOS202 installer, I recommend keeping just IOS36 patched, that should be enough. I really don't know. If you reset something, you make something the way it was during some point. You'd need to set all things to exactly remember things in that point. So, a "factory reset" would mean "turning the Wii the way it was, when coming out the factory". For that, you'd need to have perfectly fine IOSes and system menu, but where would you get these? This happens when the IOS used by HBC is trucha signed. Open HBC and check the top right corner, it should tell you which IOS the HBC is using. If that IOS number isn't 61, just reinstall HBC, provided you already have a clean IOS 61 installed (i.e. no patches on IOS 61). If you don't have IOS61 or the one you have is patched, just (re)install it through Dop-Mii. Then, you reinstallby Aobx - Homebrew General
"Hard reset" means "pressing and holding power button on the console during 4 seconds". Won't solve your problem. It's just a useful way to restart the Wii after a unrecoverable code dump. Maybe your system menu is corrupted in some way. Not loading official channels is plain bad. cIOS 249 is related to piracy, so it's not supported here. Also, it isn't a requirement to install wads. If it's an official wad (i.e. officially signed by Nintendo) and it's not intended to downgrade something, then you need no specific IOS to install it. If it's an unofficial wad (like a custom channel), then you need an IOS with trucha bug and ES_DiVerify enabled. Youby Aobx - Homebrew General

You'd need to update just to get rid of having to update all the time, for having an outdated system menu and IOSes. But this isn't a must, just an advise. You could skip any update by loading the disc through Gecko OS, if you have the correct IOS. For knowing which IOS it is, the only way I know is a piracy related one. Unless you screw up, WiiSCU is pretty safe. Just install the latest IOS61 and Shop Channel, then quit. Don't do anything else. If for some reason you dislike WiiSCU, you can also use Dop-Mii to do the trick.by Aobx - Homebrew General
