For installation? No.
For BootMii? No.
For the Homebrew Channel? You can launch apps from a USB pen drive, but not all apps will actually work once they start.

Most ordinary homebrew apps work with USB devices. I use my USB stick for everything but BootMii.

"Ordinary", eh? I'd bet most apps don't work with USB drives. Check each apps documentation.
