Any IOS with NAND access and the trucha bug enabled can install other patched IOSes or modify the NAND; they don't HAVE to use a cIOS. Examples: WiiSCU runs on IOS36. Tona's cIOS PatchMii Installer runs on IOS36. Starfall, the Preloader Installer, and StartPatch 4.0 run on IOS36. And you don't have to use Waninkoko's applications! You could run the cBoot2 Installer on a friend's Wii, and then take the "bootmii" folder from their SD card and copy it to yours. Also copy the startup.elf and the boot.dol located on the root of their SD card. Download IOS30 and the correct System Menu 3.2 for your region and pack them into .wad files with NUS Downloader. Right, don't downgrade the System Menu or IOSes. You can still use AnyRegion Changer to change your Wii's settings, but you will have to use Waninkoko's Firmware Downgrader to install 4.0U. If it came with 4.1J installed, you could just install a 4.1U System Menu WAD.by MattMan - Offtopic
A cIOS can be installed on "unsoftmoddable" Wiis, but IOSes can't be downgraded to a version lower than what came preinstalled on the Wii.
