Latest HBC version is 1.0.8. Press home on the HBC screen and it will display the version, your IP and what IOS it is running on. If by 'softmodded' you mean it is enable to run backups (i.e. pirate copies) then upgrading to 4.3 will remove that functionality. The keys.bin is specific to the Wii console, just as the nand.bin is, but is NOT specific to the nand.bin it was generated along. I noticed this too. I had to update manually my emulators after last update. I believe he has turned the update server off because some people are having problems with the latest versions so they want to stick to the older versions.
