There is an issue with the Homebrew Browser servers and the Emulators section is broken. I'm not sure what exactly is wrong but it is a global issue and not a mistake on either of your parts. You need to put applications on your SD card. They should be in folders inside the "apps" folder. For example, on your SD card you have the "apps" folder, and in the "apps" folder you have the "homebrew_browser" folder, and inside the "homebrew_browser" folder you have the boot.dol (or boot.elf) along with most other files that come with the app.by bg4545 - Getting Started

Since you have BootMii/boot2 I presume you can still load the Homebrew Channel? I just tested this myself and I have the same issue. From what I can tell it is not setting the Chinese language correctly. Its really an issue of the tv still, adjusting the tv settings is supposed to work.
