It isn't anything more than a channel from which to launch the stuff on your sd card (well, it is more than that, but for the purposes of this discussion...) can you install bootmii as boot2? bootmii is in the same installer as the HBC so see if you can install it as boot2. If you have an older wii, you probably can. If you can, you can take a NAND dump and get pretty much perfect brick protection. If you have the latest version of the HBC, you can update and not lose your Homebrew.by mdbrim - Getting Started

downloading devkitpro is a good place to start. unless you have your own compiling environment set up. devkitpro also comes with most of the main libraries used for coding on the wii. You can of course find/add/create others, but it's a good place to start. Check out some examples and get you a "hello world" going and build from there.
