4.3 is fine. AnyRegion Changer is preferable compared to updating from a game; however, it must be fakesigned. If you have a trucha bugged IOS 60, you can make an autoboot AnyRegion Changer disc (we can discuss this if IOS 60 does have the trucha bug). If your IOS 60 has the trucha bug, I strongly recommend you take this option. If not, though, you will have to update from a game.by jbc007 - FixMii

This is referring to your serial number, which is on the bottom of the wii. If it starts with LU64 or higher (for NTSC-U wiis, I don't know the equivalent serial numbers for the other regions), don't downgrade IOS. That is what I suspected. Updating to 4.2/4.3 from a game is what you need to do to fix it. The question is which region game to use. I would say NTSC-U for sure, but since it reports you already have an NTSC-U system menu, it is possible you need the PAL update. I recommend you try updating from an NTSC-U game first. I really would not worry about an update bricking your wii. I strongly believe that error 003 is just a special case, but again, I am not in a position to make any guarantees. In any case, if you have Bootmii/boot2, nothing except a boot2 update/modification could remove it (this has only happened twice so far), and as long as you have Bootmii, you can recover from any brick. If you want to disable updates, enable the appropriate Priiloader, Starfall, or StartPatch patch. You will need both the block disc update check and block online update patches. However, an update really shouldn't pose a risk (though especially after Error 003, we can't really guarantee anything about future updates). Now I'm confused. I though your wii originally had an NTSC-U system menu and you installed the PAL update. Is your wii supposed to be NTSC-U or PAL (or a different region, for the matter)? Loadmii might work. Otherwise, you could install an older HBC (I don't know which was the last revision that would load Savegame extractor/installer). Since it has a different title ID, HBC 1.0.8 can be installed at the same time as an older revision, so you will not need to switch between HBC revisions whenever you want to use such old applications. You certainly could update if you want. Bootmii/boot2 will be removed by the update, but it can be reinstalled. Additionally, all homebrew that relies on fakesigning will no longer work. This includes most applications that make any sort of modification to the wii, and a few others. This is a region issue. It has nothing to do with the mod chip (though the mod chip could have allowed you to perform an update from an imported disc, which would cause this). SNEEK is unsupported here. As for Comex's NAND Formatter, usage is very easy. To keep things simple, use NUS Downloader to download IOS 60 v6174, system menu 4.1U, and the NTSC-U region select. Have it pack these into WADs, and place them in a folder called wad on the root of the SD card. Finally, go to the SD card section in Bootmii and have it launch the formatter. If the NAND backup came from the same wii, and you absolutely know that it works, restore it. This is probably safest. However, if there is any question as to whether the NAND backup works, use Comex's NAND formatter. Comex's NAND formatter formats the NAND and then installs any WADs in the wad folder. I suspect that everything worked correctly (I have not used this latest revision of DOP-Mii myself). Did you install IOS 36 in the usual (IOS 36) slot, or in some other slot (IOS 236, for example)? The video seemed to indicate DOP-Mii showing that you do not have IOS 36 installed; though that might have just been off of the screen.
